Kemraj Parsram

Executive Director, Environmental Protection Agency, Guyana

Mr. Kemraj Parsram is currently the Executive Director, of the Environmental Protection Agency, Guyana. 

Mr. Kemraj Parsram is eminently qualified and experienced in the field of environmental and natural resources management, law, policy, and governance in the wider Caribbean. He possesses technical knowledge and experience in the following areas:  small, medium and large scale gold mining; coastal and marine resources management and governance; forest management; biodiversity management and conservation; integrated water resources management; protected areas planning and management, environmental awareness and communications environmental and social impact assessment; environmental law and regulatory compliance and enforcement. 

Mr. Parsram is a graduate of the University of Guyana with a Diploma in Forestry (1992-1994), and Bachelor of Science, Environmental Studies (1994-1998). He also graduated with Master of Science in Natural Resources Management (2001-2003) from the University of West Indies, Cave Hill Campus. He also pursued academic research and field studies at the Doctoral level in Marine Resources Governance (2008-2013) at the University of the West Indies, Barbados. More recently (2018), he received a Post Graduate Diploma in Environmental Law and Policy from the University of New Delhi. 

Mr. Parsram was Executive Director (ag) at the Environmental Protection Agency (EPA) during the period December 2016 to October 2018 where he had overall responsibility for the day-to-day operations and oversight of the Environmental and Social Impact Assessment (ESIA) process for major projects related infrastructure, hydropower, forest management, mining, and oil and gas development in Guyana. Previously (2013-2016), Mr Parsram functioned as Director for Compliance and Enforcement where he developed and implemented the EPA’s environmental regulatory compliance and enforcement programme, including the development of key environmental regulations. He had oversight of the Agency’s compliance monitoring of the mining, forestry, agriculture, infrastructure, and manufacturing sectors.  

Ten years (2003-2013) was dedicated to working with several regional academic, intergovernmental and non-governmental institutions in Barbados and the wider Caribbean, in the areas of coastal and marine resources policy, management and governance. Mr Parsram has been involved in research, networking, and building partnerships for marine resources governance in Barbados, Grenada, St. Vincent and the Grenadines, Jamaica, Trinidad, and St. Lucia. He has developed training and conducted capacity assessments for protected areas planning and management, including technical support for the marquee regional European Union, funded project ‘Caribbean Regional Environmental Programme’, and the OECS Protected Areas and Livelihoods Project. He also was involved in and provided technical advice on Integrated Water Resources Management to the Global Water Partnership-Caribbean. 

He has lectured and supervised graduate students at the University of the West Indies extensively in the areas of biodiversity management and conservation. He has also published several peer-reviewed papers and book chapters on small scale fisheries governance, water resources, and roles of non-governmental organizations in ecosystems-based management of marine resources.
